Painless Visit to the Laughlin DMV

Laughlin, Nevada


A visit to the DMV in what is considered unincorported, semi-rural Laughlin, NV is usually, fast, easy, and relatively painless.  Unless you are a Nevada resident and haven't switched over your registration. Then it can be painful in the wallet.

Recently we had to go in and renew a registration.   There was virtually no wait at our small DMV.


No automated ticket system here. They use number cards you pick up from a stack on the table, if there is a wait. We were only the 10th person for the day.  Staff returns them to the table later.    

The staff (except for one woman supervisor to remain nameless) is very friendly, helpful, and wonderful. Only two people were working this day, and we were lucky to get the good one.

Currently, for new drivers or people who for some reason need to take a road test, this service isn't available in Laughlin.  Apparently, the staff member who used to do this task left and has not yet been replaced.

While we were there, one person was ahead of us and two came in right after us.  Two of the people were fairly new residents to Laughlin who just got nabbed by the Laughlin Constable office for violating the Pay Your Fair Share program.

One of them said the Laughlin Constables were going around his apartment complex writing citations for out of state plates.

Once you move to Nevada you have 30 days to get Nevada registration, plates, and change your license over.   He complained he had to pay a $100 fee to the Constables office, then go to court to prove he had changed his registration to Nevada.

There had been some recent controversy in Las Vegas over this state statute.  More on this later.

What is the Fair Share Program?



The “Fair Share” program is aimed at ensuring residents within its jurisdiction register their vehicles as required by state law. New residents are required to obtain their driver’s license within 30 days and register their vehicle with the Nevada Department of Motor Vehicles (DMV) at the same time, or within 30 days, whichever is sooner. To register your vehicle, you must provide proof of insurance from a Nevada-licensed carrier at the time of registration.

The 2009 State Legislature approved changes to state law, Nevada Revised Statute 482.385, allowing constables to issue citations for vehicle registration violations. The Legislature also increased penalties for violations.

Penalties include:

  • A hearing before a judge.
  • A fine of up to $1,000 dollars per vehicle. The judge may reduce the fine to $200 if violators provide proof of registration at the time of their hearings.
  • A bench warrant for arrest of the vehicle owner if the citation and fine are not paid by the specified deadline.
  • A $100 fee payable to the Constable.

If cited for failure to register a vehicle, you are required to pay your outstanding fee to the Constable before registering with the Department of Motor Vehicles per NRS 482.230.

Non-Residents:
Certain non-residents also must register their vehicles in Nevada. You must register your vehicle here:

  • if your vehicle is operated in Nevada for more than 30 days in a calendar year
  • if you engage in a trade, profession or occupation or accept gainful employment in Nevada
  • if you enroll your children in a public school in Nevada
  • if you furnish a vehicle to a Nevada resident for continuous use here

There are some exceptions. You are not required to register your vehicle here if you are:

  • on active duty in the military service of the United States
  • an out-of-state student
  • registered as a student at a college or university located outside Nevada and in the state for a period of not more than 6 months to participate in a work-study program for which you earn academic credits from the college or university
  • a migrant or seasonal farm worker
  • a border state employee (commute into Nevada for employment within 35 miles of the border)

After this occurred, the Laughlin Constable office decided to continue to enforce the Fair Share Law.

LAUGHLIN — Laughlin Constable Jordan Ross advised the Laughlin Nevada Times that his office will continue to enforce Nevada’s Fair Share law despite a federal court injunction issued last week against the Las Vegas Constable’s office barring it from doing so.

U.S. District Court Judge Andrew Gordon enjoined Constable John Bonaventura’s office from collecting a $100 fee that it normally assesses in Fair Share cases. In response, the Las Vegas constable said he will cease all Fair Share enforcement activity until the situation is resolved.

The case stems from a ticket issued to former Utah resident Nicole McMillen, who claims the $100 fee is akin to a shakedown, and the inability for her to argue the fee violates her constitutional right to due process.

Fair Share requires individuals who have moved to the Silver State to register their vehicles within 30 days. Ross and his deputies didn’t begin enforcing the law until last summer, even though it had been on the books since 2009.

In addition to the costs incurred with plating the vehicle and the assessment of any fines by the Justice Court, the owner is assessed a $100 fee by the constable’s office, a portion of which is used to compensate the deputy writing the citation.

Deputies are not paid with taxpayer dollars, Ross explained. Their wages derive from the fees that are collected. It’s no different than when a person goes to court and is assessed a fine plus court costs and other charges, he said.

“There has actually been so much abuse in Vegas of the Fair Share program that there was this ‘boycott Nevada’ movement going on,” Ross said at a town hall meeting last November. “The constables were not doing their due diligence investigation.... The law very specifically says we cannot write the citation until we have communicated with the owner or operator of the vehicle.”

And that’s why Bonaventura’s office is in trouble again, Ross said recently. “They’re not following the proper protocol. This case came about because of poor procedure.”

Once a ticket has been issued, the vehicle owner has to complete three steps, he explained:

Go to the constable’s office and pay the $100 assessment fee, go to the Department of Motor Vehicle and register the vehicle, and then appear in court with documentation that the vehicle has been registered.

The first step - paying the $100 fee to the constable’s office - cannot be skipped, said Ross.

“The constable’s office will lock the violator out of the ... DMV computer system so if they go to the DMV and try and pay the registration, it won’t work until the constable unlocks it.

“However, if you’re going to court to fight the ticket, then please don’t pay the fee before you go. If you don’t have to pay the fine, you don’t have to pay the assessment.

But if you’re found guilty, you pay.”

More Visitors, Less Gambling in June

More visitors, less gambling in June for Laughlin

On July 25, 2014 the State of Nevada Gaming Control Board issued a press release with the Nevada Gaming Revenues and Collections for June of 2014.

In terms of local interest, for LAUGHLIN the June of 2014 gaming win was $33,436,843 

This is a 3.53% decrease over the same period in June of 2013, which showed a win of $453,280,274 



Laughlin's numbers for the fiscal year (July 1, 2013 through June 30, 2014), show a slight decrease of just -0.84%  

Meanwhile, the Las Vegas Convention and Visitors Authority reported that the number of visitors to Laughlin for June of 2014 was 189,700. This is a 5.6% increase over June of 2013.


Statewide Nevada reported a total gaming win of $906,904,294 for the month of June 2014.



This is a 14.36% increase compared to June 2013, when the gaming win was $793,058,748.

For the fiscal year (July 1, 2013 through June 30, 2014), gaming win statewide increased 2.94%.

Coach store to open at Laughlin Outlet Center

Update:  1-26-2015   The Coach Outlet at the Laughlin Mall has closed.   Workers were removing the shelving and the sign indicated to visit their location in Las Vegas.






Coach, the upscale handbag and accessory retailer is planning to open a store in the Laughlin Outlet Center. The factory store is expected to open on Thursday, August 7th.

This is good news, as in recent years there have been more closures than openings at the Outlet Center.

According to the Laughlin Outlet Center Website : 

They have 258,741 sq ft of retail space and is the home of over 50 retail and outlet merchants such as Bath & Body Works, Reebok, Famous Footwear Outlet, Quiksilver, rue21, and Carter's, as well as an indoor food court and a 9 cinema theatre. Making Casino Drive Beautiful

Laughlin, Nevada

Update:  November 11th progress on the Make-Over



After several years of waiting, the "beautification" of Casino Drive in Laughlin is about to begin.  

Construction will include:

  • installation of new shrubbery and an irrigation system for them.  
  • landscaping with decorative rocks, boulders and accent walls
  • sculptures and kinetic art


This will emcompass all of Casino Drive from arrah’s on the south end to Hwy 163 on the north side.

Costruction will only take place 4 days a week (Monday through Thursday) from 6am-4:30pm.Although most of the work will be in the center of Casino Drive, occasional lane closures will take place during work hours.   Work is expected to continue until mid November.

A re-paving project is also going to be happening at the same time from Thomas Edison Drive from an area south of Bruce Woodbury Drive and continuing north to Civic Drive.  Even today, July 28th, some work had begun on this, with crews present and stop signs instead of traffic lights at that intersection.

No winner yet on the Lion's Share Jackpot at the MGM Grand

The Monday after the 4th of July Holiday weekend we found ourselves near the MGM Grand with an hour or before picking someone up at the airport.  We decided to wander over by the infamous Lion's Share slot machine in the MGM Grand. 

We didn't expect to even have a chance to play it.  Articles and blogs we have read about it have said how popular it has become and that people are waiting in line for hours to play.  

We were surprised when we turned the corner and the Lion's Share chair was empty.  No one playing, no line.  Perhaps this was a sign it was our lucky day?




Justin Andrews, executive director of slot operations at MGM Grand, has been quoted as saying that the machine is in constant demand.  He said, “The button gets pressed once every 5 seconds for a majority of the day, it’s very rare to walk by the game and see someone not playing it.”

 The jackpot on this day was at $2,389,021.   The last time we had been there in January 3rd it was at 2,339,491.   In approximately 7 months time the jackpot had grown by less than 50 thousand dollars.

We threw a hundred in the machine. Keep in mind the machine does not have a ticket in or ticket out system and all payouts no matter how big or small require a hand pay.  Most people end up playing whatever they put in the machine rather than have to wait.  As was the case the last time we played the Lion's Share, we were able to play for quite awhile.  As you can see from the payouts if you hit the bars you win anywhere from 15 to 60 credits.  


Most often any hits we had were the three single bars for 15.  



While we played the lion never showed up on the center line even on time. It only showed up on the screen (in any position) 1 time.  That is worth 6 credits.  If all three lions show up in any position you win 10 thousand.  All three lines must show up on the main pay line to win the Jackpot. At one point we were down to 34 dollars and then won several times and got it back up to over 180 dollars. We should of cashed out but kept on going and ended up with -zero-.

The machine is located by the High Limits slots across from the Grand Wok restaurant in the MGM. 



Grab a Starbucks coffee (nearby as well) if you have to wait in line and give it a try. We may have just been lucky to find no one playing as it was late afternoon on a Monday after a holiday. 
Even during and after we played no one was there waiting to play it next. 

We have heard you even get to take the machine home if you win the jackpot*.    

Tip.  Don't play less than 3 credits, you are wasting your time and cannot win the progressive.  Max play is required to win the jackpot with lions on the main pay line.  Even if you get down to one or two dollars, don't be tempted to play less than three.  Add a buck or two to make sure you play 3 every spin.  Can you imagine actually hitting the lions and not being at max play?

2104 Ms.River Regatta Contest and Party

Friday, August 8th at the Harrah’s Laughlin Beach - Pre-Party starts at 7pm



Harrah’s Laughlin, is the sponsor for the 2014 River Regatta pre-party. The party will be at three separate locations along the Harrah’s Laughlin beach, including the two riverside pools and the popular Colorado River beach front. Each of the three locations will be highlighted with an individual DJ who will deliver a unique style of music. 
 
They will also be hosting the 2014 Ms. River Regatta Bikini Contest, sponsored by the Pirate Cove Resort at the Harrah's beach starting at 8pm.  Contestants will be pre-selected several weeks before the competition by Pirate Cove Resort who is sponsoring the Ms. River Regatta contest. A panel of judges and the crowd will have an opportunity to evaluate the talents of the group with two rounds. The first round will begin with the contestants walking around the staging area in their beach wear followed by a brief introduction and bio by each contestant. The second round will feature the contestants in their bikinis followed by a question and answer session. The judges will then select winner and two runners up.  

The pre-party and Bikini Contest are free events, but you must be 21 to attend.

Back "home" to Laughlin

After a week of various personal, business and some recreational time in Las Vegas returning home to Laughlin was wonderful.  As much as we love Vegas, the comparative peace and relaxation of Laughlin is nice to get back to.  

We have always found the drive very fast an easy.  When people in Vegas hear we live in Laughlin so many of them think it is a long way.  Speed limits are high and generally traffic is light once you get past Railroad Pass.  Views are nice of the desert and mountains.   Be sure to make sure your car, battery and tires are well maintained for the drive.  The hot desert heat can take a toll on them.  And bring extra water just in case you have any kind of a problem and have to stop and wait for assistance.

There is very little between the two places.  About midway you reach Searchlight, which has a couple small Casino's, gas, a McDonald's, and a convenience store.   There is also a multi million dollar rest stop after that.   Usually we do the drive without stopping.  This last time someone just had to make a pit stop and we pulled into the Nugget Casino (no relation to the Golden Nugget).  Their sign advertised 10 cent coffee, which we passed on.  Inside were just a handful of people and a couple dozen very old slot and video machines, a bar, and a pool table.  Plus a giant (dusty) sized chair in the corner.   No one seemed very friendly in there and we got in and out quickly during our first and last stop there ever.

Searchlight is sort of a speed trap but they warn you on the way in.   Bright flashing lights announce that the 25mph speed limit is strictly enforced.  You would be surprised how many people fly by them only to be stopped for a ticket.

Wild Style Burgers & Pizza Now Open in Edgewater Casino

Earlier this week the Wild Style Burgers & Pizza quietly opened in the Edgewater Casino.  This new spot is located on the Casino floor in the space previously occupied by McDonald's.

When we walked past it was too early to try a Burger or Pizza.  At least for us, though there was already a line and people waiting for their order.





The menu is posted on the wall behind the counter.  They did not have any printed menus.  We would of like to have been able to grab one to go.  To our surprise they also offer breakfast until 11am.    

The menu declares their burgers are freshly ground filet and 4 oz. per patty, served on a Kaiser roll.
  • One Single burger $3.99
  • Deuce Double stack $4.99
  • Triplet An awesome 3 patty burger $5.99

They have a burger fixings bar where there appeared to be a good choice of do it yourself free toppings for the burger you choose. This includes 3 secret sauces.

Applewood Smoked Bacon, American or Swiss Cheese, Sauteed Onions or Mushrooms are also available for an additional charge.

Two types of draft beer are (currently) available at $4.25  and Shakes for $3.25

Pizza is by the slice or whole pizza.  They had just put a couple fresh Pizzas out under the heat lamps.  These are the ones they sell by the slice. They looked fairly good and we look forward to trying them soon.

Slices are very large given then slice the 18 inch pizza into 6 wedges and each wedge is an individual slice.

Pizza prices seem OK, especially by the slice.  Though we had hoped to see something like the old year round "Summer Special" of $9.99 for a large cheese pizza previously offered at Sbarro before they closed at the Edgewater.  Time will tell if Wild Style Pizza is better.

Don't want a burger or Pizza?   We always say go with the theme of the restaurant but if you must they also have a Chicken Sandwich for $5.99 or a Grilled Cheese for $3.99

Meanwhile over at Capriotti's on the other side of the Casino floor there were no customers.  Seems everyone wanted to try the new spot.  Neither place is really a competition to the other and once the newness of Wild Style wears off, Capriotti's will be as busy as usual. The two spots have very different menu's and will probably attract a different type of customer.  It is nice to see a new place open.

Sunday through Thursday 7AM - Midnight
Friday - Saturday 7AM - 2AM

Already we heard from several people who said they loved the Burgers.  No word thus far on the Pizza or Breakfast.

Hot Enough to Fry an Egg on the Sidewalk

Looking for something unique to do before the Laughlin Fireworks on Friday?

Make a quick run up to Oatman, AZ for the 2014 for the 23rd Annual Sidewalk Egg Frying Contest.

The event takes place at High Noon on the streets of old route 66 in Oatman. 

Each team will be provided with two official Oatman Chamber of Commerce eggs and given 15 minutes to fry them. Eggs must be fried using the sun only.  Use of mirrors, magnifying glasses, aluminum foil and other "creative" aids are allowed. The most fried egg(s) in that time frame will be declared the winner. Prizes will be awarded. Cookers must provide their own utensils and clean up their own area. There is no fee to participate.

Oatman is small mining town along Route 66, not far from Bullhead City. A visit to Oatman is like traveling back to the old west. The two features real wild burros who wander freely and love to be fed, plus old time staged gunfights.

Tropicana Entertainment Inc. Announces Sale of River Palms Resort and Casino in Laughlin, Nevada to Nevada Restaurant Services, Inc. and Laughlin Hotel, LLC.

LAS VEGAS, July 1, 2014 /PRNewswire/ -- Tropicana Entertainment Inc. ("Tropicana") announces that its subsidiary companies Columbia Properties Laughlin, LLC ("CP Laughlin") and CP Laughlin Realty, LLC ("CPL Realty") entered into and simultaneously closed a sale and lease back transaction with Laughlin Hotel, LLC ("Laughlin Hotel") and Nevada Restaurant Services, Inc. ("NRS" and, collectively with Laughlin Hotel, the "Buyers"). Pursuant to the terms of an asset purchase agreement, CP Laughlin and CPL Realty sold substantially all of the assets associated with the operation of the River Palms Casino in Laughlin, Nevada ("River Palms") to the Buyers, in exchange for $6.75 million in cash.
